5 Promotion between divisions will also have to be possible, in order to create a path for clubs to join the Union in the 2nd Division and then feed up through the structure. It will be up to you, as club member, to decide on the final structure of the Union and to provide the answers to the following questions:- ! When relegation from Division One is necessary, should it be the 2nd XI of the relegated club from the SNCL or the bottom team in the division? ! Two teams from one club is inevitable in Division Two but should it be permitted in Division One? ! Should 2nd and 3rd XI's be allowed promotion to Division One? ! Should 2nd XI's from non-Union clubs still be required to make formal application for membership and thereby require a two-thirds majority vote at the AGM. !
